Trusted-buyer capsi

The two caps that govern a buyer’s trusted relationship with a seller: pending invites and active trusted buyers. Raising either cap is two-person (four-eyes) and audited; lowering is single-actor with a required reason. Caps resolve seller-specific, then the platform default, and never resolve empty.
