Notification healthMonitor per-channel delivery outcomes (failed / blocked) and dead-lettered queue jobs; only jobs can be requeued — the message body is never stored (PDPL), so a delivery cannot be re-sent.
Failed and consent-blocked per-channel deliveries, and jobs that dead-lettered after exhausting their retries. Deliveries are read-only — the notification body is never persisted (PDPL) — while dead-letter jobs retain their payload and can be requeued (audited).
