Refund QueueApproving only AUTHORISES the refund. Execute (on approved / awaiting-IBAN rows) posts the ledger + ZATCA credit-note — dev-simulated, external-blocked in production. A fraud-held IBAN disbursement needs an authorized fraud clearance; a stuck executing row can be re-opened by a super admin. Refunds above SAR 25,000 require a second approver (dual-control).
Work refunds SLA-first across every state: approve pending requests, execute approved / awaiting-IBAN disbursements, clear fraud holds, and reconcile stuck executions. Execution posts to the ledger + ZATCA credit-note (dev-simulated; external_blocked in production).
