Who pays the delivery fee, the door/locker fee amounts, the locker lane, and the booking kill-switch — live, no redeploy. Settings are versioned append-only: every bid snapshots the version it priced against, so a change here never touches in-flight auctions.

Production arming authorisation
This records that an admin authorised it. It arms nothing and changes no switch — arming still needs the collection switch approved.
The authorisation is read with the readiness report; that read failed, so no authorisation is shown.
